Setting up your the soundboard

Download EXP Soundboard and VB-Cable Driver from the links above. EXP Soundboard is a standalone file you can just run, while VB-Cable Driver has an installer that adds a new virtual audio input device into your recording devices.
Next, go run EXP Soundboard. What you'll get should be this screen. Now, make sure your 1st input is set to 'Primary Sound Driver', and your 2nd input is set to 'CABLE Input (VB-Virtual Audio Cable)'. The two checkboxes ('Use' and 'Use Mic Injector') have to be checked as well.
Next, open up Steam and go to your Settings menu, and go into the Voice tab. Change your device so that it's set to the VB Audio Cable (it should show up in the Windows device selection panel that pops up when you select Change Device), and make sure that 'Automatically transmit my voice whenever I speak' is selected.

Adding and playing sounds
Go back to your EXP Soundboard window (which should be open the entire time you want to be able to play audio files) and start adding your sound files! Keep them all in one folder and individually add them into the list, setting up a hotkey for it as well. If you want to be snappy, I'd recommend setting it to either Alt, Ctrl, Shift, or any combination of those three, PLUS mostly any key on the left hand side of the keyboard. Now, when you hit that set of keys, a sound will play!
A nifty setting in the options menu is the 'Stop All' key, which does exactly what it says - stops all currently playing sounds. Different sounds bound to different keys can play over each other, so if you accidentally screw up and play an inappropriate sound or just want to stop whatever music file you've set to play or whatever, you can stop it at any time. Again, I'd recommend setting this to something easy to reach on the left side of the keyboard, mine is set to F1, personally.
If you want to test it out and see how it'll actually sound like to everyone in-game, go to the Steam Settings Voice tab again and check 'Test microphone'. Then, go play a sound through whatever hotkey. If you did things right, you'll see the little green/red bar light up and hear a second playback (though a little fuzzier sounding).

Where do I get sound files?
If you go look up soundboards on google such as this MLG one or this EE one, they should mostly have links to the .mp3 files of those sound clips, so those are a few to get started.
Another option is to extract the audio from a Youtube video through a site like clipconverter.cc and download it as an .mp3 file. One good thing is that you can set which time in the video for the site to actually cut and process, so getting smaller sound clips will be a lot easier and less of a hassle.
Can the enemy team hear my soundboard?
No, the soundboard only works through ingame team voice chat, so only your allies can hear you spam dank memes.
Can I use my real microphone ingame while I have my sound board set up?
Nope. Not in game. If you're in a call on Skype or something, however, you can still use your regular mic for that call if you set the mic as your input device on Skype itself.
How do you know what sound to play for the right situation, and how do you react fast enough to do so easily?
Just practice and muscle memory, really. One trick is to have group your sounds by category, and then have all of them set to a specific key to hold down in addition to the left hand side letter key. For example, you can set your hotkeys up so that all your 'positive' sounds are set to Ctrl + (left hand key), 'negative' sounds are set to Alt + (left hand key), and all 'command/order' sounds are set to Shift + (left hand key). That will make things much easier to memorize.

Is there a limit to how long the sound files are?
No, you could have an hour long .mp3 of John Cena's theme looped and it'll play out entirely after a single hotkey stroke. Again, you can stop the sounds at any time by pressing whatever your stop sound hotkey is.
