I just found out that Microsoft Fix It tool won't work on Windows 8.1. It appears that the Microsoft Fix It has been re-branded as a Solution Center and this version works with Windows 8.1, Windows 8 & Windows 7. Run Now: Fix problems that programs cannot be installed or uninstalled.
Use Program Install and Uninstall Troubleshooter by Microsoft
Program Install and Uninstall Troubleshooter is a free utility by Microsoft for Windows 10 and earlier versions to uninstall and remove programs that won’t uninstall via Control Panel or Settings app.
The Program Install and Uninstall Troubleshooter can help you to fix corrupted registry keys on 64-bit version of Windows, fix registry keys that control the update data, address issues that prevent installing new programs and uninstalling old programs.
Using Program Install and Uninstall Troubleshooter is fairly easy. Follow the given below directions to uninstall a program that you cannot otherwise via Control Panel or Settings in Windows 10.
It’s worth noting that this troubleshooter is meant for classic desktop programs only and cannot be used to uninstall built-in apps as well as apps installed from Store in Windows 10.

GeekUninstaller (free version) is a handy piece of software designed to remove and force uninstall classic desktop programs as well as apps installed from the Store. Here is how to use it.
Step 1:Download, install and run GeekUninstaller to see all installed programs on your computer.
Step 2: Right-click on the program’s entry that you want to force uninstall and then click Force Removal option.
Click Yes button when you get the confirmation dialog to continue removing the program.

Use CCleaner to uninstall programs that you won’t uninstall
The popular CCleaner free version can also be used to uninstall programs that you are unable to uninstall via Control Panel or Settings. The best thing about CCleaner is that it can also uninstall default Windows 10 apps that you cannot uninstall via Settings app.
Step 1:Download CCleaner for Windows 10 and run the same on your PC.
Step 2: Navigate to Tools > Uninstall. Select the program or app which you want to remove from your PC and then click Uninstall button.
Click OK button when you get the confirmation dialog.

The Windows Installer CleanUp Utility (MSICU.exe, MSICUU.exe, MSICUU2.exe) was a software utility for the Microsoft Windowsoperating system designed to solve uninstallation problems of programs that use the Windows Installer technology. It looks up registry references and files related to Windows Installer that were installed by various programs, and forcibly wipes invalid entries out. It works in all 32-bit and 64-bit versions of Microsoft Windows.
Microsoft Fix It Uninstall Tool
Microsoft first released the utility in 1999[1] to help Windows-based computers clean up installed programs that would either refuse or pretend not to remove themselves from the 'add/remove programs' feature in Microsoft Windows.
The utility only changes registry values and files associated with Windows Installer and does not remove any files associated with installed programs. Only users who have logged in as system administrators may run the utility.
For developers who have problems with the Windows Installer automatically repairing their own installations on developer machines (when the developer has manually updated some of the binaries), this utility is ideal to remove the Windows Installer information whilst leaving the actual installation intact.
Microsoft retired the Windows Installer CleanUp utility on June 25, 2010, due to conflicts with Microsoft Office 2007. A Program Install and Uninstall Troubleshooter for Windows 7, Windows 8, Windows 8.1 and Windows 10 was instead made available.[2]
